Analysis of Service Provider Selection for Road Preservation Works in Buleleng Regency Through the Electronic Catalog System Using the Analytic Hierarchy Process (AHP) Method

Abstract
: Road infrastructure development is crucial for economic growth in Buleleng Regency, but improper selection of service providers often leads to project delays and cost overruns. Despite the mandatory use of e-catalogs for transparent procurement, the Buleleng Public Works Office frequently resorts to price negotiations due to limited supplier availability. This study aims to develop an objective system for evaluating and selecting service providers for road preservation projects using the Analytic Hierarchy Process (AHP) method. Through Focus Group Discussions (FGDs) and questionnaires involving procurement officials and technical experts, the study identified 25 subcriteria grouped into 7 main criteria: Administration, Organization/Managerial Personnel, Technical, Equipment, Material, Financial, and Safety. AHP analysis revealed Technical criteria as the most dominant (weight: 0.2562), followed by Financial and Organizational factors. The evaluation of nine service providers placed CV. Pelita Utama and CV. Finished Source in the "Decent" category, while others required performance improvements. The study formulated nine key strategies for service provider selection, including performance evaluations, financial verification, and qualification checks. These findings provide a structured decision-making framework to enhance transparency and efficiency in procurement processes. The research contributes both practically, by offering actionable guidelines for the Buleleng Public Works Office, and academically, by demonstrating AHP's effectiveness in government procurement contexts with limited supplier options.
